In New Orleans, the Bayou District Foundation has built one of the clearest modern examples of a community quarterback organization: integrating mixed-income housing, cradle-to-career education, healthcare access, recreation, neighborhood identity, and catalytic economic development into one long-term neighborhood strategy.
